GPU Usage 100 but not working as well as it should

I ran 3DMark Fire Strike and got a score of 2717. I did this after being unable to run games like Tomb Raider, Fallout, and Black Ops very well. MSI Afterburner had my GPU usage at 100 and my CPU was running at 3.5 GHZ, but I should be getting better results if that were the case. My specs are

CPU: Intel i5 4690k at 3.5 ghz
GPU: GTX 970
Motherboard: AsRock Z97 Anniversary Edition
8 GB of RAM
600 W Power Supply

without specific fps numbers or settings on benchmarks we cant tell what you mean by "i should be getting better results"

run valley, post back your score

https://unigine.com/products/benchmarks/valley/

use these settings:

that is a super low score

are you monitoring cpu/gpu temps?

could be thermal throttling

could also be power savings turned on in windows or the nvidia software

Yeah, it doesn't seem to go over 50 degrees really. I have the power on high performance and I'm pretty sure all my nvidia settings are correct. I have the latest drivers as well, that's why I'm kind of stumped right now.

GPU usage =99%
and
GPU temp = 50c

are incompatible numbers. Your temperatures at full GPU usage should be closer to 70c and up. What is your GPU clock speed? Why don't you try a game instead of a benchmark?

In any event, initially it seems like a fresh driver install is in order, then possibly take at look at your Nvidia Control Panel settings.

Well, that's the temp when i have the fans running with MSI Afterburner. Without the fan control it's higher. I have 1050 Mhz clock speed.

temps while idle mean nothing

what are the cpu/gpu temps under load?

msi afterburner lets you monitor them while you run a program, enable them in the OSD

run the benchmark again, what are max temps?

It's a Corsair CX600M

While running the benchmark again the temps never went above 50. The fans were set at 30% in MSI Afterburner.

Not the best line from Corsair. Keep a placeholder on that if nothing else makes sense.

I know this is a really old post but i'm wondering if I am having the same problem at all. I also have a Corsair CX600 w/ a MSI GTX 1070, i5 4690k @ 4.5GHz 8gb ram.

When running Witcher 3 Ultra 1080p with vync off I get around 85 fps Average and my GPU usage shows as 100% but my power % shows as around 70% usage max when the GPU usage is 100%.

Is this right? Or is my card not getting enough power? https://gyazo.com/7131a556e29749dcf9bf6fb69c54c087

I don't feel like i'm lagging or the card is underperforming really but the power issue is bugging me im not sure if its meant to be like that?

The GTX 1070 doesnt seem to consume much power. My GTX 1070 usually hovers from 70-90% power under full load even though its OC'd to 1974 mhz.
