Is it ok to use cello tape or black tape for tying up the cables inside PC for cable management?

Or do they carry static electricity?

Are Nylon zip ties good to use?

both of them are plastic, so no risk of static charge
but, why don't you use twist ties instead? they can be easily reused, and when you try to take them off, you won't risk damaging your cables

the problem with using any kind of tape is that the adhesive runs so to speak, the tape will shift and the adhesive doesn't, now the cables are gluey and a bear to clean.
vel-cro cable ties are good, nylon zip ties. hell Ive even used string and a dab of hot glue as an anchor in a pinch

All Plastic trash bag ties but make sure they do not have the wire core. that wire is conductive and can kill the PC if it shorts.

ZIP ties are most commonly used and best to tie up the cable, you can easily get bunch of them from amazon for cheap (search for ZIP ties at amazon)

I won't recommend twist ties for cable management, they contain conductive material in them.
