Can psu cable touching mobo cause crashes.?

I have been experiencing random freezes - lock ups once a month or two and opened up my case to see atx psu cable was touching the motherboard inside of my computer.I have a bottom mounted PSU and the cable passes under the gpu sqeezing the little blue ''pins'' - electrolityc capacitors of my mobo.
Could these cause crashes?
 
Solution
the only way I can see that happening is if the insulation were damaged or the power connector were broken.
damage to a cap will cause problems. re run the cable away from any capacitors. check the caps and make sure they are not dented. IDK what happens when they are dented. swollen, leaking i know about. dented? I don't know.

Hi R_1 and thank you for your answer..
they are ok and the cable is now away from any capacitors.
I am just trying to figure out why i have these random freezes (need to restart) for over a year now. I read somewhere that cables/wires is better not touching mobo or other parts.
