Laggy/Choppy Windows 7 Boot, Slow Computer

Whenever I start the PC from the button it loads a long time despite the SSD, it has a slow gigabyte logo then it looks like a curtain is going over it and then you wait some time and then the windows 7 logo comes up. It's really laggy and choppy and slow. Then when I go to Start > Restart the PC loads instantly and it has awsome performance. It's not a heat issue, all components are working. I'm coming to conclusions it's the Motherboard.

What do you think it might be?

If you went into the BIOS and made a switch on the PCI-e configuration, it is a hardware problem. If that fixed it then whatever you have in the PCI-e slot may not be completely compatible with that board.

It's definitely a hardware problem for sure. However, it could be one of a few things. What I would try is removing the RAM module and doing a full boot then and see what happens. Then do the same with each of your hard drives. This process of elimination will help determine what the culprit is. Let us know how it goes!

Sorry if I'm late but it wasn't hardware problem. I went to bios and switches the PCI-E configuration to Gen 1 and I switched something else about pcie i just forgot. The pc boot fast i cant even see the mobo logo xd.
