Look how many ratings the seller has. (the more the better)

You'll have to judge for yourself whether the seller is safe, look into their account, see what other people have said about them.

Buying things from eBay is generally pretty safe, but not always.

How many ratings did the seller get?

Because 90+ is still really good. I just said 98% to be certain.
The number of ratings is very important. Because 1 rating and 100% could be unreliable.
 
Only caveat I would add is regardless of the country / selling platform etc, buying a second-hand card is something I'd think long and hard about. A new one from Ebay seller? Should be okay as the refund process is robust if there are issues.
