Build won't start-gaming 5 + 4790k problem?

When I try to turn it on, 2 white lights turn on on the graphics card and I can see a small blue light flash on the motherboard(to the right of the battery inbetween BAT1 and JBAT1) but nothing else happens. When I put the power supply into the tester, the power supply starts(fan), I can hear the ssd and hard drive starting and the optical drive works but when I put it into the motherboard none of these things happen and no fans work. I found a possible compatibility problem with the msi z97 gaming 5 and intel i7-4709k where if the bios isn't updated then it may not start "It needs BIOS 1.2, Core i7 Haswell Refresh i7-4790K 100 4.0 1M 8M C0 88 HD Graphics 4600 1250MHz 7917v12.zip, Only way you'll going to do this if this isn't on the mobo, is you'll have to get whoever you're getting it from to flash it. I sent the motherboard back to get it fixed because I thought it was a faulty one and didn't know about this problem before so I don't know if they would have updated the bios if this is the problem. I think it's either wrong bios or possibly the cpu as nothing changed when I got the rma back.
 
Solution
It might be a defective power switch on the case.
Now power off, insert single RAM module, connect the monitor to the motherboard, start the board with the screwdriver trick and see if POST-ing.
Even if BIOS not supporting the CPU, the fans should have started.
I suggest testing the board outside the case. Start it by shorting with a screwdriver the 2 pins corresponding to the case power button. This way you'd rule out a defective switch.

Kinda new to this, could you explain how to start it out of the case a bit more please? Also wouldn't the switch be okay because everything else works when I use the tester?
 
Try taking the board outside the case and put it on its cardboard. Leave CPU, CPU fan installed (no other components), both 24 and 8 pin power cables connected.
Take a screwdriver or similar metal tool and touch the 2 pins where you connect the wires from the case power button, for shorting them (it's what the switch does when pressed for starting the pc).

Okay thanks, I'll give that a try! So if this works then the fan will start but if not then it's the cpu?

Okay so I have the motherboard out with just the cpu and fan. The fan is connected to cpufan1. Now do I connect 24(jpwr1) and 8(jpwr2) and leave the other ends in the power supply and use the screwdriver?

The motherboard and fan started!!!! Thank you so much, where do I go from here??

Also is it okay that it will only start when I use the screwdriver?

I haven't been using the power button on the case, just the power switch on the power supply which works with the tester and now the screwdriver trick. It's posting so no I'm wondering what I was doing that wouldn't allow it to post? Is something supposed to plug into where i'm putting the screwdriver because I might have missed or forgotten that part.

Thanks so much for the help, I now have it working and can run bios but what do I do now? Do I start with the operating system or put the processor disc in? Also do I have to buy a new version of windows 10 or is there a way to use the windows 10 I have now on my laptop? I tried using the Microsoft media creation tool but when I put it in the computer, it read the usb but said the correct stuff wasn't on it.
