No Video Output and No Case Fans Spinning After Force Shutdown

Last week, I was using my computer when it froze up. I let it sit for several minutes, but it would not respond, so I force powered it off (which, I know, is ill advised.) After booting it up, I restarted it again because it appeared to be running really slowly. I used the computer for about another hour or so, before leaving it to go do something else. I came back to it a couple hours later and tried to wake it up. I heard some of the fans start up and the HDD begin to spin, but there was no display, and the power button was still flashing as if it were still asleep. I tried turning it off and on a few times, but it got the same result. I then opened my case up and found that the case fans were not spinning, but everything else appeared to be functioning normally. Power cycling did nothing, so I did some research online. The only useful article I found recommended I try removing the CMOS battery for 5 minutes or so. After I did that, the computer did the same thing, but the power button stopped flashing. The case fans do not work, and there is no video output from the GPU.

I'm fairly sure it may be an issue with the mobo, but I wanted to get some more info and recommendations before I spend any money. Does anyone have any idea what happened?

I did the paper clip test, and everything worked fine. The PSU fan was spinning, and the fan I connected to it spun normally. I tried taking out the GPU and one stick of RAM to boot it how you suggested, and there was no video output from the motherboard, and no case fans were spinning, but the power led, the HDD, the SSD, and the CPU fan were all working normally. From the looks of it, the PC is booting, but there is just no video output and no power to case fans, which are connected to the motherboard. The fan I have connected directly to the PSU receives power.

I know that the monitor and the HDMI cable are fine because I just used them with my laptop. I tried booting my computer like I did before but without the HDD this time, and I got the same result. I have no other power supply to test with because this is my first PC build and all the others in my household only have laptops. My power supply is the Corsair CX600M.

Should I use the warranty on my PSU and go ahead and get a new one, or wait and see if I can use a friend's?
