Gigabyte 980 ti Core clock is stuck at 405MHz not sure why and how to fix it

Gigabyte 980 ti Core clock is locked at 405MHz when it should be in the 1450MHz range and im not sure why and how to fix it. i reset the settings to default in Afterburner and it is still stuck at 405 MHz. so then i proceeded to check for a driver update but i am up to date on 361.75 as of 2/2/16. note that i just turned my computer on and it was working perfectly earlier in the day. i shut it off for about 4 hours and i come home and it just began doing this once i noticed it about 20 minutes ago. so any insight on why this happened and how to fix it would be helpful.

Check the core clock under load in a game or a benchmark test. In fact run 3Dmark and see if you get an abnormally low score. If you get an abnormally low score then you've got a problem if not then don't worry about it. The frequency 405MHz is usually what cards will clock to in 2D mode or when you're just in the Windows environment. By the way.. 1450MHz is awfully high for a card to boost to without overclocking are you sure it will boost that far?

well first off i reinstalled the driver and that seemed to fix it. but i loaded up SWBF and it looked like a slide show and it wouldnt go above 405 MHz. but i fixed it for now, and yes that is an over clock hehe
