in short:

Entry level:
asus x99-m ws is a good option if you don't want many PCIE components (has 3 PCIE 3.0 16x, 16x/8x, 16x/8x/4x and one pcie 1.0 - ~300usd - supports max 64gb ram, but has only 4 ram slots, so there are less options for 4 x 16GB kits.

or go for x99-e ws, more pcie slots, more sata, etc - ~500usd - 8 dimm slots, max 128GB RAM.

CPU - minimum that you can get 5820k - 6 cores, 28 lanes (~380usd) or 5860x - 8 cores, 40 lanes (~1000usd). Mid 5830k - 6 cores, 40 lanes (~550usd) -with all of these you will be limited to 64GB of RAM.

If you want more ram, go with xeon and ecc memory, but on higher costs.

Maybe you want more cpu's? or each hyper-v can live with 2-4 logical cores (e.g. hyperthread)?

So it depends on your...

So it depends on your budget for these components.
