NAS server + 4k local streaming

Hello folks, and first of all, have a nice day!

I google'd stuff over and over, had mostly irrevelant results which left me even more confused
about the matter. I'm a noob when it comes to servers, and i need a quite unique one (at least unique for my understanding).

Currently, i have a quite decent gaming rig:
Cpu: Intel 6700k
MB: Asus Hero Maximus VIII
GPU: Asus strix DCU3OC 980ti (soon to be sli'd)
RAM: 16GB G-skill CL15 3200mhz
PSU: 1200W FSP aurum gold

Now, what i need is;
Streaming 4k games and media to TV (No, i don't prefer having my pc in living room), with minimal latency as possible.
Streaming other kind of media to connected devices via local network or internet (1-3, mostly one device at a time)
A server storage, also can encrypt documents, which is accessible from other windows os computers and android os devices for my office (about 3-6 devices).
And i prefer them having all in one box, preferably small, which is located under the TV. (I can use a Icy Dock for storage hidden in somewhere close)

I have seen Freenas, which looks to be close to what i need, but got confused when it comes to PLEX. So if is there anyone experienced about the subject, i'm open to all possible suggestions about what kind of system i do require. Also i may need some advices for the local network connection for those applications.

I won't say money is not an issue, it is, but also i'm not going for anything underqualified for this kind of workload. I would like to go cheap as possible, unless i'm cutting the cost from reliability or latencies.

My current budget is like 2-3k$, including 4x5tb western digital reds (or other kinds of storage).

try one of the products from synology, for example this one:

Not sure what you need for storage, there is a last year model with 4 bays (415play) however it does not have the 4k feature (only full hd).
Or have 1 x 216play and 1 4 bay without play, that you can also use for other storage.

It has plex server app from synology app store.

Check also for other features that you're interested, like encryption.

To me, the synology nas line of products is one of the best offering i could see for a personal, small office environment.
They are well made, high quality h/w and s/w. BTW, the software is updated every 1-2 months, even for older models, for adding features, security updates, etc.

Thank you a lot sancho_mic, it's far cheaper than my idea... But after inspecting that a little, hardware looked a bit low, and fishy max 30fps made me think that it's not quite there (maybe it's a network limitation? i don't know). I'm more leaned towards building it myself, but again it's worth to think about that product (also it's a HUGE price drop from my 3k$ plan to 200ish $'s.)

So i won't be needing 32gigs server ram, xeon cpu and a supermicro board with Gb Enthernet as i thought i would?

I gave a thought about that too, but problem is, a singe 980ti, while "capable", is not anywhere close to be enough for 4k gaming. That's why i'm adding another 980ti to my gaming rig. Also, i live in Turkey. A silly thing about that, while other hardware is about the same price or %10-20 overpriced compared to US or EU, we pay double for GPU's :S. Don't ask me why, i don't have a slightest clue about that.
Even without that, i have serious concerns about capabilities of a consumer mb and other gaming hardware when it comes to being a server; yes i will use it for streaming games, but it will also be a server - for media AND business.
But again, thanks for your advice :)
