Solution

If you can afford it, just get Windows 10 for full and complete support of DX12, so you're not behind on windows updates and such. I have only had a little experience with Win10 because my computer is dead, but it worked nice.

It may not definitely be the windows itself. Would you be able to unselect the solved question? Let's see what other people think first before we jump into anything.

Windows fails to start. A recent hardware or software chang might be the cause. To fix the problem:
1. Insert your windows installation disc and restart computer
2. Choose your language settings and then click "next"
3. Click " Repair Computer"

If you do not have the disc, please contact your system administrator or manufacturer for assistance.

Status: 0xc000000e
Info: The boot selection failed because a required device is inacessable

Ok, do you have the activation key for windows? If so, call windows support and talk to them about it. If you don't, still call them see if they could send a replacement over.
