Really low FPS in games !?

I have a R9 270x and a FX-6300 and I am having some really bad framerates in games I play;
Gta
fallout 4
civ v
What am I doing wrong? All the videos on youtube of the exact specs I have (listed further down) Are getting much better fps, when GTA V came out I could play with 60 fps with very high settings
NOW I'm getting from around 26-37 fps constantly, driver issue maybe? I don't know
Please Help me
I know it's not the best gaming pc but it should handle better than this shouldn't it?

Specs;
CPU ; FX-6300 3,5GHz, stock cooler
GPU ; XFX R9 270x stock clocks
RAM ; 8 Gb
HDD ; 1TB toshiba
PSU ; 500W
OS ; Windows 8.1

Solution
The R9 270X can't run GTA V at 60FPS at High settings (at least in any reasonably loaded area, it CAN do it in VERY light areas). I have one and literally on the absolute lowest settings (at 1080p) I get 55 average on the benchmark with the card OVERCLOCKED.

Recommend running big titles in medium-high (and even then don't expect 60FPS average). As for Fallout 4, run it in Borderless Window mode. Due to engine issues even people with high end hardware sometimes encounter lower-than-normal framerates and significant stuttering while running Fullscreen in Fallout 4.

I play GTA V with the LOWEST settings possible and I get sub par 30 fps. What cpu do you have ? And what's your overclock? I have a fairly overclockable card so would like to look into that
 


My CPU is an i5 760, and my card's overclocked to 1145MHz coreclock and 1525MHz memory clock, but even while running Sapphire's stock (1070, 1400) I get 35FPS in heavily loaded areas. Make sure your settings are not exceeding available VRAM (GTA V has a VRAM counter thing in the settings). If your settings are fine try reinstalling the drivers. If even THAT doesn't work then try overclocking your card using a standard GPU overclocking guide.
