Low FPS on Good PC (5-20)

I am getting low FPS on all games.. Even on battlefield 2 and CoD I have an NVIDIA GeForce 210 GPU with MSI afterburner and 1GB Dedicated
I have tried the Uninstalling/reinstalling method.

The Temp doesn't go over 60

And also when I tried the graphics test Through MSI Kombustor the GPU load got to 99%...

All these games worked with 50-70 FPS before when I had an NVIDIA GeForce 9500GT 512MB

The whole point of Kombuster is to stress test the GPU, so 99% is a perfectly normal load.

Although the Geforce 210 is newer than the 9500GT it is certainly NOT a better graphics card (performance wise) with no matter how much dedicated memory it has on it.
The point being, the bigger the dedicated memory on a gfx card does not mean that the card is better than a card with a lower amount of dedicated memory.
