Gigabyte onboard graphics low resolution when used with graphics card

I have a Gigabyte GA-78LMT-USB3 motherboard and an AMD R5220 graphics card. I have three monitors, two connected to the graphics card, and one connected to the motherboard. All three monitors work, but the one connected to the motherboard only allows low resolution (1024x768 preferred).

The interesting thing is that in Device Manager, it shows the motherboard graphics as ATI Radeon 3000 but "No drivers installed for this device." However, under the Driver tab, I can update the driver, and it shows the right driver version and date, but Driver Details says "No driver files required or have been loaded for this device."

Not an issue when the graphics card is not installed. Anyone know what the issue is?

All of the monitors show 1GB of dedicated video memory and 3.5GB of shared memory. The third monitor shows the adapter type as Microsoft Basic Display Driver. So it's not using the onboard graphics at all, I guess? I'm going to try booting in safe mode and see what happens.

It was useless booting in safe mode. Back to square one. Tried removing the driver, rebooting, reloading different versions of the driver. No luck. Using Surround View should work, I would think, but when I try that, I get nothing from the third monitor.
