Power Led, and HDD led waits 1-1:30min after click the shutdown button to close. Is this normal on windows 10?

So i recently built my first pc, and i noticed that when i click the shutdown button the monitor will shutdown in like 5-7 seconds, but the desktop pc that has the power led and hdd led, fans, etc. is still on for like 1-1:30 mins before my whole system powers off.
Is this normal for windows 10? or is it because i have fast startup turn on?

My current pc specs are:
Motherboard: Asrock h97m pro4
Cpu: i3 4170
Gpu:msi gtx 950
Ram: corsair 2x4gb Low profile ddr3 1600mhz
Storage:1 tb seagate barracuda
PSU: seasonic m12ii evo 620w Bronze

I have followed the instructions in the link I gave from youtube.

It worked. You need to disable Turn on Fast Startup from the shutdown options.

To summarize

1) Bring up Power Options (right click on Windows Icon Bottom Left)
2) Select Choose what the power buttons do (left margin options)
3) Select Change Settings that are currently unavailable
4) Shutdown Settings: Uncheck Turn on fast startup

Save changes and shutdown.

Have you tried turning on the monitor as soon as it goes off to see if anything is displayed?

no i tried b4 the monitor is completely off after 5 seconds, but the hdd led and power led will be on for another 1 minute before closing.

Does everything except lights turn off? Some of these motherboards have small system fans that run for a minute or so after shutdown to remove excess heat on motherboard. I just installed a Z97 Sabertooth Mark 1 USB 3.1 motherboard that does this. It's configured in the BIOS.
