GPU Shipped Without Anti-Static Bag?

I got a Sapphire R9 390 OC w/ Backplate from Newegg. The card was shipped without an anti-static bag. I had some issues with it, so I RMAed it. I just got it back today (I haven't tested it out yet) and it doesn't have an anti-static bag. Should it come with one?

Hello... Typically yes they do... Sealed/taped... can you post the buying post you used?
Give it a try ... LOL there's no seal to break...

If ya still have problem... write the serial # of the card down before you RMA it again, and see what they send you back.... Typically # on the a sticker.

Oh, I didn't know that the comment was on Newegg lol. But no, that isn't my issue. My GPU load, frequency, current and power in and out, and memory controller load fluctuated. And VRAM usage was very low. I fixed the clock rate fluctuating by increasing the power limit via MSI Afterburner, but I still had issue with everything else.
