No, this is higher than it should be. Here are a couple of things to verify about your CPU :
-Usage at ''idle''. Should be less or equal to 10% at most.
-Make sure the thermal paste between the CPU and the 212 EVO is properly applied.
-Make sure the EVO is working properly when the computer is ON.
-Do you have case fans to make your computer's air flow better? A lack of fans to exhaust the hot air can render a generally good cooler pretty much useless.
To avoid compromising your CPU's lifespan, here are a couple of recommendations I think you should follow, at least until we find a solution to the issue.
-In the Bios, deactivate the CPU's stock Turbo Clock.
-Against in the Bios, set your CPU fan profile to Turbo.
-Make sure Windows' power option isn't set to ''Performance'' as it makes the processor run at its maximum frequency 100% of the time, instead of having it go up and down according to the computer needs.
-Check your CPU Vcore to make sure it isn't too high, which would produce more heat for no good reason.
