noob question for the vets please

So i just installed the hyper evo coolermaster and i was just wondering something. I am on HWMonitor and watching it. When I open up a web page, or an application the cpu jumps up to 50-60 degrees then goes back down to 25-35 degrees. is this throttle normal...like right now its 36, 33, 59, 34, 40, 49, 35, 37, 63, 42, just keeps moving around as i sit here...is that normal? And during heavy gameplay it stays around 50-60 i7 4790k...

can this mean my cpu is dying?

I wouldn't worry about it. This fairly common as the load can vary even within the same program. The Temps are excellent so you are all good.
Like Ak47jar3d said, perfectly normal for CPU spikes. This is dependent on your other apps running at the same time too like Anti-virus software.

yea im playing elder scrolls online and the strain on my i7 4790k is around 55-70 degrees, is that still good? i have the hyper evo and i feel like it should be lower :(
 


If your indoor ambient temps are around 30C, hitting between 55C-70C is a normal range at stock 4.0GHz speed (all four cores) with a CM 212 EVO. But if one of your four physical cores is hitting 70C and the others are 6-10C cooler, you may not have that cooler seated entirely correctly. Might want to reseat it and check the thermal paste to make sure it was evenly applied.

They are hitting around the same, but i did notice after multiple hours playing, the Max on HWMonitor since I opened the application was 77.. that was probably during a loading screen or something but still seems high to me.
 
Again, temporary spikes are normal. What you need to watch is if the CPU is showing temps above 70C sustained for a period of time while under load (MSI Afterburner is great for that while gaming and you can see the history trend line of the temps). If not, then nothing to worry about no matter what you are doing. If you are averaging 50s-60s sustained under load with occasional short spikes, nothing to worry about.

i notice during this game ive seen it 60-70 is that stiill good? i feel like it should be cooler could be just the game tho
