So I'm trying to decide whether I should get a R9 380, and an AMD phenom II x4 945. Or a R7 360 and a FX-4350.

Solution
Now that I'm thinking about it, you're going to need a new mobo if you were to go with the FX 4350 anyways, so that takes out that option. Either grab the R9 380 or save up for a new build. Unfortunately CPU upgrades can be more expensive than just the CPU itself and if you were to go with a 6000 series Intel you may need to get new RAM. From my understanding there are ddr3 and ddr4 mobos so pay attention to which you pick up.

Edit: *If you were to pick up a 6000 series Intel. Haha*

if you are trying to get the most performance for your money find the lowest cost CPU that wont bottleneck the best graphics card you can buy. This is typically a 380 and a FX-6300 as both the phenom and 4350 will both bog down in CPU intensive games.

Do you have any components already? What is your budget for your build? The processors you've listed are both quite weak in the single core performance department. The R9 380 is a pretty solid 1080p gaming card and will give you a smooth 60fps on medium high settings on AAA titles as well as 100+ on less demanding games such as Minecraft and LoL. The main bottleneck you will see is your CPU. It's much more important to allocate about 40% of your budget to your video card to get the best gaming experience but you will also want to get a good CPU to pair with it so it can perform at 100%. I would recommend the i3 6100 or i5 4460/6400 instead. The i3 is a 2 core processor with hyperthreading and the i5s are true 4 core CPUs.

Give us an idea of your budget and we can throw together some parts lists to give you an idea of where you want to put your money.

I have the phenom ii x4 945 in my pc right now, and I have about a 240 dollar budget. I was thinking maybe I could stick with the processor and get a good graphics card or upgrade both my graphics card and the cpu.

if you only have 240 to spend I would recommend saving up for one of the combos Zach stated or buying a gtx 750 ti as you will most likely need a power supply upgrade with this purchase as well. ( unless you have a solid 450-500 watt unit)

In that case you'll be better off upgrading the GPU and just getting the 380. The next time you feel like upgrading I would hop over to Intel since a $240 budget won't get you too far (since with Intel you'd need a mobo as well).
