Could you pass on how you've connected the AIO cooler and the cooling bracket to the GPU? Second, how have you powered your AIO unit? You should have the pump powered by the fan header on the motherboard but needs to be at a constant speed instead of temperature regulated which means you should set that particular fan header to run at full speed.
Which R9 290 are we talking about? Have you applied any overclocking on the GPU? You may want to take a look at this thread.
