Hey everyone,
I've been running into this issue lately where on occasion, my PC won't boot properly. It takes about 7 or 8 restarts for the PC to boot properly. I want to say that the PC POSTs properly, but I can't really tell.
I'll run it down for you - I'm writing from the pc that is being finicky right now, so I know that the components do work.
Things I've tried to do:

Start the PC.
Fans speed up (classic POST?) and there is no signal to pc, keyboard, or mouse.
Fans speed down, then nothing happens.
Rinse and repeat until the computer boots.
Things I've tried to do:
Reset BIOS to default.
Change RAM sticks/change amount of ram being used.
Bought a new PSU (issue still occurs)
Tried removing all of the USBs to check if they were causing it.
Checked jumper for front I/O panel on PC (all grounded properly)
