Replacing failed Hard Drive with SSD configure partition and USB boot

Acer aspire s3-391-6046 ultrabook Hard Drive failed said "no bootable device-- please restart" got pny cs2100 series 480gb SSD to replace and upgrade. whenever I start with USB with windows 10 IOS, ive tried to reset but it says no partition disk found, how do I partition and configure it? sorry , new to (personal) computer repair and lingo!

So the SSD is recognized by the Windows installation media? If this is the case you could take a look at this tutorial here: http://www.howtogeek.com/224342/how-to-clean-install-windows-10/. On the other hand, if it's not recognized at all by the installation media, you should check if the drive is recognized by your BIOS/UEFI.
If you're still unsuccessful, try connecting the SSD to a different computer and initialize it, to see if you'd be able to install Windows afterwards. Here's how to initialize it: How to initialize or write a signature to a secondary hard drive or Solid State drive in Windows.

Thank you for your quick reply!
I am not sure if it is recognized by the installation media, I reordered the BIOS to put the USB media first, see if that changed anything but I didn't seem to. It still listed the HHD, I don't know if that means the BIOS doesn't recognize it? I didn't do any prior partitioning or formatting and I prefer not to have to take it back out if at all possible? I assume I would just have to attach it to another computer and configure it but again clueless on that! I will check out the links.

If it was detected while you were setting up the boot order, than it is recognized by the BIOS. If you're able to start the installation and you get the error from above it might be an SSD issue (but it means the installation media can see it as well). So if this is the case it would be a good idea to try it with a different computer so that you can download an SSD diagnostic tool and test the drive for errors, just to be on the safe side. Basically you'd have to do some testing in order to find out what might be the issue, which would require you to take it out of the laptop. :(
