Need help with motherboard problem. Motherboard dead?

Here is my build: http://pcpartpicker.com/p/H96gpg (I have different ram, couldn't find it on Part Picker.)

I built my computer a year or so ago and it has run pretty smoothly until a few months ago. In December it started to act up. For example, it would randomly shut off mid game or things of that nature, just acting a little weird. About a week ago I had tried to turn my computer on but only the fans in the graphic card were spinning full speed. The motherboard has these cool red LED's on them that light up when my computer is on. Those weren't on, neither were the case fans. Only the power supply and graphics card was powered (I'm assuming the graphics card was spinning because of the PSU being plugged into it?). My problem is that I'm still not sure if it is the motherboard that is broken or if it is my power supply. I think it would be the motherboard. I tried the paper clip trick with the power supply and it turned on. In fact, I connected my optical drive to the PSU and that turned on too. What's my problem? The motherboard? All help is appreciated.

Not sure, the CPU doesn't have a fan because I use the H60. The fans that were connected into the motherboard like the case fans were not on though.
 
Run a minimum config with one ram, psu, CPU, cpu-cooler, graphics card
Did you plug in the 8 pin atx12v (4+4) connector or just one 4 pin?

Reset The Bios by jumper
Use the other bios

Unplug and replug all

Try another psu

Try another graphics card

im not sure if it would be considered a shut down issue, it would shut down and then restart without pressing any power/reset buttons

Just tried this, reconnected graphics card, 1 stick of ram, cpu fan, and two case fans. They turned on for a few seconds, then turned off again. This kept happening over and over again. There is an led on the motherboard that wasn't turning on also.
 
Did you seat one ram in all slots? The other alone too?

A graphics card has to be installed, because your system doesn't provide an onboard graphics chip and your xeon has no integrated graphics too. Therefore try another graphics card.

Did you reset the bios?

8 pin atx12v (4+4) connector plugged in?
