Formatting a harddrive with an OS in it?

I used to only have a single SSD for my boot drive then my friend gave me an old HDD of his. I installed it in my system and it shows up as E: and has a bunch of Windows folders in it (Program Files, Temp, Users, Windows etc).

-Will right clicking then Format... be the best way to clean the HD or is there some other more cleaner way?

As R_1 said, you can do that. What do you mean by more cleaner? I guess you can even write zeros on the drive with some third party tool. This will erase completely everything and the data would be unrecoverable.(filling in 0 value in each sector) Yet, I don't think that this is necessary.
