how to jump start a dell dimension 9150 motherboard?

i'm having an issue with this dell motherboard as it doesn't have standard front panel IO connector in the motherboard the look like this https://i.gyazo.com/937b4587d25086d7b4e59fdb932bd7b7.png (sorry for bad quallity)

I have tried jump starting it by basically randomly guessing which one to connect together and just sticking my screw driver between them I'm surprised i haven't been blown up yet as well. the best i got was the cpu fan to stay running for like 5 mins will it was in and i can get the gpu fan to spin for two seconds look online for a while to try a find the power switch so i can jump it but i've had no luck. i have got a new cable on the way would just be nice to turn it on so i can set it up as i want to use it as a pfsense router.

Every motherboard has a series of control panel connectors, you won't find a motherboard without one. The picture you took was of the IDE port on the board. The control panel area on the motherboard is almost always on the bottom near the middle. You can look the board up by its make and model and find the configuration to it on the manufacture website.

i thought it was an ide port aswell at first till i looked on the website for dell to find it was not there is also ide port on the motherboard that port is called the front panel io on the motherboard but there is nothing saying which pins on it turn it on thats why i'm asking sorry for not explaining fully
