Cooler to OC i5 4690k?

I currently have stock cooler, my cpu gets to 65°C at 3.9 ghz. I want to OC to about 4.4 ghz, fan vs water cooling? My budget is $50 so I can only afford 1 water cooler really

Or is there fan cooler that will allow me to OC to 4.4 easily? Prefer something quiet so no jet engines pls.

I'm assuming you are talking about $50US. You won't get a water solution with that unless it's on a major sale. The best budget performance air cooler now is the Cryorig H7. It is the same price (~$35) (and sometimes can be found for less) than the Hyper 212 series and outperforms the 212. The 212 has been de-crowned as the best budget performance air cooler. And it beats several much more expensive coolers costing $50+.
