Pc won't turn on after shutting down unless I turn off the power supply and turn in back on

Power supply : corsair rm 750 gold plus
Case : nzxt h440

As I wrote in title, I built gaming pc and installed windows10 without any problem. Everything seems working well even in the game such as league or blade and soul.
The problem is after I shut up the computer and then try to boot again by pressing power button, it powers up but turns up in like a second and it keep repeats the process.(with blinking blue light in the motherboard) After I turn off my pc entirely(by turn off the power supply) and then boot again, it works fine. What would be the problem? Do I need more wattage for power supply or what is the issue?

Seems that something in psu isn't working as should. Probably a faulty capacitor that won't discharge properly or a short circuit. If you can check with different psu or get in touch with corsair. They have a very good customer support. In any case don't try to open the power supply. It would void your warranty and it is very dangerous to tinker with it if you don't know exactly what you are doing.

I solved this issue by myself long time ago. The issue was wrong 24 pin cable for psu. I figured out my individually sleeved cable from corsair were not compatible with my rm650. So it wasn't about power supply's quality but just wrong cable for specific corsair psu. Thank you both of you guys but I chose you because it is more closely related to the solution
