Internet on my computer is much slower than rest of the house

As of right now I should have a 3 mb/s download speed, but I am getting a very unstable and low speed (through Steam I am getting about 350 - 380 kb/s), but while watching the resource monitor and a program called "Killer Network Manager" from MSI, it says my computer is getting 3 mb/s and higher. It was like this before I built my new computer as well. I am hardwired into the router (Netgear AC1900 Smart Wifi), and my motherboard is the MSI Z97 Gaming 5 (I have updated my LAN drivers and such) and I have prioritized gaming so my computer should be getting faster speeds. I think it may just be my computer because my sister can stream with no interruptions, I honestly have no idea what could be wrong, I am not amazing at finding and uninstalling and reinstalling things, so any assistance would be awesome.
 
Be very careful that you compare numbers correctly. File transfers are generally in BYTES/SEC and network rates are in BITS/SEC. You numbers are almost the 8 times ratio so that may be the issue.

Killer priority is almost a stupid thing to even attempt. It has no affect on other device in your house only software on your pc. So if you were running some massive file transfer and running a game it would priorities the game traffic. The question is why when it is causing you a issue would you even run the massive file transfer when you are playing a game. It would be simpler to limit the software you run to just the game and you accomplish the same thing.

Killer software has massive amount of posts about strangeness in the network settings. They have even released a driver that removes all the killer features because it causes major issues for some people.

I have made sure that the numbers are correct, watching network activity through task manager, its holding at about 3mb/s, and the only way I got my ethernet was to get the Killer drivers. This is what it is as of right now. Also with the priority, I meant I set the priority on the router itself so it would prioritize gaming and such. EDIT: Yea I did a little more investigating since I had limited time last night, it is in Bits/sec. But the question still is why is it so much lower then what I should be getting?
