Things I have tried:
Cleaning out my PC
Updating nvidia drivers (checking off "perform clean install") But not actually uninstalling drivers and performing a "real" clean install

TLDR of things I have noticed
My MSI gaming app no longer shows my GPU downclocking to 135ish. Instead it shows 1113MHZ as the both screenshots I linked show. Most likely the issue causing overheating?
My CPU does not overheat.

Info and original problem:

GPU: MSI GTX 970 GAMING 4G
GPU overclock: Never touched a thing in this regard. Still stock specs.

CPU: Intel i5 4690k

Motherboard: Gigabyte GA-Z97X-Gaming 7

PSU: Corsair CX750M 80 PLUS BRONZE

OS: Windows 10 pro, latest updates

GPU Drivers: 358.91 at the first instance of problem. Installed 361.75 later on that night.

I built this system around July of 2015. With the exception of the GPU, which was purchased in late Oct 2014. So nothing has really been changed or upgraded since July. With the exception of Nvidia drivers, windows updates, and various gaming application updates.

First instance of my problem was while I was playing AC Syndicate. I would notice artifacts appearing on my screen. And I have had experience with GPUs overheating and causing artifacts. So i monitored the temps of my system closely. Limiting the hours I spent playing AC to keep the temps down.

Fast forwarding through a month or so of playing World of Warships, MWO, along with Diablo 3 when season 5 started.

Then two days ago happened. I was playing World of Warships and my game just black screened after 5-10 minutes of playing. Reset my system. Loaded into the game again and another match. Did the same thing after another 5-10 minutes of playing. At this point in time I figured it was just a bug in the WoWs client due to it being Tuesday and there was a patch.

Then yesterday I found out I have the same issues. Only this time I decide to check my temps while playing. Find out I was at 88c while playing. My system wass still at 85-90c range while idle. Doing nothing but having a browser open. When I am normally under 70c while gaming.

And as the first screenshot shows. My system idle temp is 20-25c yet the GPU is overheating.

Then today after I get off of work. I cleaned out me PC. Something I do every couple of months. Neglected to do so since late October due to cold weather. Since I tend to clean it out in my garage.

Plugged everything back in. Turned on my PC while watching the fans on my GPU through the side window. They did indeed spin at boot. Which they did not do 2 days ago when the temps were in the high 80s.

Played a few games while running HWMonitor, no issues at all. GPU temps never going above 65c.
But after stepping away from my pc to eat dinner for 2 hrs. With all active programs closed except HWMonitor and the usual system tray icons/programs that I have used regularly since day 1 of my build (steam, nvidia experience, teamspeak etc). I return to see that my idle temps are in the upper 50s. As evidenced in this new Screenshot. http://i.imgur.com/eyzQk2h.jpg
The usual idle temps that I have experienced for the last year of owning this card hover between 32-45c. Depending on if I cleaned out the PC and time of year.

Even tho I think the super high temps while gaming issue have been solved. *cross my fingers*
Having an idle temp close to twice the normal for my case is very alarming.

Any ideas?

Solution
Your fans are designed to run in reverse for a few seconds when you initially boot up your PC, to clean them out. After that, they are "0dB" fans, designed to stay off until your GPU temp hits ~64c. It's normal for your idle temperatures to get abnormally high due to this noise-saving fan feature.

As with so many issues, I would recommend a very clean uninstall and then reinstall of the latest drivers downloaded from the Nvidia website. You are a few revisions behind the latest.

Have you tried DDU? It's the industry standard video card driver uninstallation utility.

quite a few not happy with the 900 cards fan profile like myself why do I want no fan and a card idling at 55/60c ?? don't my computer collect enough heat inside ?? may try something like msi afterburner or a program that you can set your own personal fan profiles 20% fan at idle aint making so much noise at all if any noticeable ,and keep my cards at 28 33c give or take a c ?? cant be power saving just don't see them fans sucking up watts ?? I don't get the point in it maybe shorten the life of the card so your buying more cards faster ??

forgot about the driver deal

seems lots have issues with 900 cards and drivers look how fast NVidia spits them out to resolve ?? [just about makes amd look good these days] lol... like one guy said '' seem each new NVidia driver brakes more then it helps '' , and windows 10 anit helping you any

Using DDU and reinstalling the drivers worked. I am now back at 135MHZ while idle instead of 1113MHZ

Thank you for the response.

ps. I know it was a giant wall of text. But I had the latest drivers installed. lol

good deal - sorry I missed that part of stuck on high idle clocks but that's also a issue with NVidia due to the shadow play or gforce experance type programs in the driver pack that gets installed most times one of those things you could uninstall and reinstall [if you think there even necessary to use ] ..

also a 144hz or multi monitor will cause this as well -- all this easy to find on the web and resolve .. just one of them things that can pop up I prefer to do custom install and just start with the cards driver and control panel and uncheck the rest of the gimmickware -test then if I want or need whats left I install them one at a time and check each as I go [opinion]
