utterly baffled by pc performance

when windows 10 came out i decided to give it a try. free upgrade? why not? shortly after i noticed some performance issues. certain games that ran fantastic on windows 7 constantly would dip well below 60 fps. certain tasks forced my pc to run slow. i went to task manager to see what could be causing this and found out that my cpu usage was maxed out. idle its fine but doing anything else causes my cpu usage to get maxed. i figured windows 10 was the issue since i didnt have any problem prior. i reinstalled windows 7 fresh and saw tremendous performance increase. a few weeks later it started again. thinking maybe its my cpu temp i installed hwmonitor and found my cpu was running up to 80 °C. i reapplied thermal paste to my cooler and the temps went back to normal never going above 60. still my usage remains maxed out doing various tasks and games. i have scanned for viruses and have found none. as i said im baffled by the performance im getting.

specs are:
i5 3570k
msi b75ma p45
evga gtx 970
16gb ram
antec khuler h20 950
antec hcg 620w psu

my specs are mid to high range so i shouldnt be having this problem. please help.

Well depending on how long it was like that the CPU could have been damaged by the excessive heat. It is hard to kill a CPU but it is possible.

Have you, just for laughs, tried running a scan with Malwarebytes to be sure no virus is running around eating up your CPU cycles?

Whatever I'm doing at the time. I could be watching Netflix or playing a game. At idle nothing it's taking up any of my cpu.

No there's other programs running just not using any cpu. The only thing that's using my cpu right now is google chrome and it varies from 20% to 100% usage.
 
You might have to reinstall the drivers but I find it odd that just reapplying the thermal paste dropped temperatures that much. I mean I have been on the same thermal paste for quite a while and it is fine.

When you look at your CPU in HWMonitor, what is the frequency when idle vs when under load?

My frequency doesn't change while idle or under load. 3600 MHz is all it says. My cpu temp got so low because I improperly mounted it. I didn't mention that cause I realize how stupid that was.

Yes and it has found nothing. I was planning on building a new pc and using this one as a back up but I would still like to figure this out.
