GPU shuts down as if it over heated

So basically my Display would turn off (sometimes system would restart) after a few seconds in any game. My GPU shuts down while not even rising above 39 degrees Celcius and the gpu fans, GPU LED, and computer remain on when the gpu shuts down. sometimes I hear the sound windows 10 makes when you unplug something. I have replaced the GPU but I'm still experiencing the problem. I tested the PCIe port using a old graphics card and it seemed to work but the bottleneck was so severe that I can't say it was accurate, I have also tried a different PCIE slot, a different monitor and different GPU drivers. I can't try a new PSU, Motherboard, CPU or RAM, so i cant see if its any of those causing the GPU to stop working. im only pulling 330 to 400 watts.
