New PSU and computer restarts constantly, compared to no boot with old PSU

1st PSU- EVGA 750W G1 (forgetting specific model)
2nd PSU- EVGA 550W G2 (also forgot specific model)

Update:
I have since breadboarded the entire system and restarted it about 10-15 times.

I had two random starts on separate single sticks of RAM. I couldn't start the computer back up successfully though with the same ones - inconsistent results. I don't think RAM is an issue. It has to be either the CPU or the mobo. Failed or good sticks would have more consistency, I believe.

On 3 or 4 starts the mobo speaker went bonkers with 30+ short beeps.

There was only one time the system died on its own after 15 seconds. Weird, but better than before.

The rest of the times the computer stayed on with no video. The mobo speaker made a strange, small noise that was not a clear beep, and repeated this every 2 seconds indefinitely.

My original PSU ran the system. I thoroughly don't think it's an issue.
