Windows freezes after new cpu cooler has been installed

Hey,
I've recentely upgraded my CPU cooler from Intel's stock one to Be Quiet Shadow Rock SLIM on to my Intel I7 4770 (3.40Ghz).
When i installed that cooler i had problems that involved compatibility with my mobo but I overcome that problem and when into boot of my PC.
At first everything was normal my monitor showed me the Gigabyte logo and then it booted into Windows 10. At first it was starting fine but after 10 seconds the screen flashed (like resolution was changed) and the CPU cooler went louder soon after (2-3 seconds) the loop of windows startup freezes. I've waited for 15 minutes and turned off my pc manually.
I went into BIOS and my temperatures were normal: CPU Temperature- 23-26 c. System Temperature a 20c CPU Fan Speed at 551 RPM. Everything was normal and I rebooted my PC again. But the same thing happened.

I've tried to reasemble my PC parts and cables inc. my thermal paste.

My RIG:
CPU: Intel i7 4770 stock speed.
GPU: Gigabyte GTX 970
RAM: Crucial DDR3 8GBx1
Mobo: Gigabyte H81M-D2V
PSU: Corsair CX500M
CPU Cooler: Be Quiet Shadow Rock SLIM

I'm scared that i damaged my CPU so i dont wont to boot my pc to often right now.

I will be glad if anyone will help me.

I've tried to loosen up the screws and rebooted 5 times and on the fifth time it actually worked!!
I went to CPU Temp program and the temperatures were very weird like something was broken at idle it was 18-25c and at load using prime 95 it went up to only 45c after 10 minutes and then it froze up and i needed to shut it down. Maybe i should re-install the cpu and put better thermal paste because i put down the paste that was in the cooler package. I'll try also to put my old cooler back and see if it works or if something very bad happened to he cpu.
