help improving FPS with upgrade, GPU or CPU?

Hey whats going on Tom's forum, I need help on what to do for an upgrade or possible means to improve my FPS in gaming, the game I am playing and probably will be playing is blade and soul. I understand the game is not very graphically demanding and MMOs are more CPU than GPU based, but do need some if not a lot of help from GPU. my rig consists of

MSI 990FXA (gaming edition) motherboard
AMD 8320 (Black edition) CPU (OC to 4.5 MHz)
8 GB G-SKill (sniper series) RAM
Corsair Carbide Series 500r Tower
AMD ATI HD 6850 GPU (OC'd using GPU tweak)

As you can see my GPU is drastically outdated, but when I play it actually does well, it holds above 60 FPS at highest settings when I'm running or at a stand still, But when it comes to combat, when the particles happen, it drops to low 40s, 30s, and sometimes high 20s. So I figured its the GPU, but also when a lot of player's are around the FPS drops again so I figured that's the CPU.

Let me know what I can do to improve FPS, the goal is for the game to hold 60FPS when in combat at high settings, I was thinking of going with a R9 290x, 960 4gb, or try and hold off for a 970, but most likely going to be the R9 290x
 
Solution
970 a good bet if u have a 550w psu minimum. Wouldnt bother with 2xx unless u get a good price! The 390/390x run cooler and at factory clocks are faster. Also better on power. Your cpu and everything else is fine !

I have a 650w, ill look more into the R9 3xx, but I have a budget of about $200, I was looking at a 960 and 290, and 290x bcause I can get them below that, at least on ebay used, (if that is a good or not please let me know) but what is the range of price for a r9 3xx
