CPU Bottlenecking AMD 860k with GTX 760

Hello Everyone,

I'm having an issue getting the most out of my setup and am hoping this excellent community can assist me.

Here's my setup:

MSI A88XM Gaming Edition
AMD 860k running at 1.45v 4.49GHz (Cooler Master Hyper TX3)
16GB Ripjaw Z 2400mhz ddr3
2x Zotac 120GB ssd's (Raid 0)
Zotac GTX 760 2GB
EVGA 550W PSU
($590 total)

Almost everything I do brings me to 100% CPU utilization, and my frame rate is dipping down into the low 20's in Fallout on Ultra settings.

Lowering the graphics settings to "high" has shown no improvement on FPS, so I'm keeping it on ultra.

Are there settings I can adjust in most games to lower the CPU demand and improve my framerates? I'm only getting between 60-70% GPU utilization, so the 760 does not appear to be an issue.

Cool 'n' Quiet? Well no, it's not absolutely necessary. It;s main benefit it to lower voltage etc at Idle - without it, in essence you're running your CPU at 100% during any & all activities, including idle. It really is like running a stress-test constantly.

100% CPU utilization for anything you do - assuming you're not strictly talking gaming - is the main problem.
Your system shouldn't be using anywhere near 100% of your available CPU resources for basic, or even medium tasks.
If you're seeing 100% useage, that's akin to running a stress test constantly - something clearly isn't right.

As Outlander mentioned, disabling cool 'n' quiet to achieve your 4.49GHz OC is the likely culprit.

You two are right. I misspoke. I am hitting 100% utilization while gaming. Even on old games like CS:Source and some flash games (yes, I play flash games).

I am going to disable cool 'n quiet as soon as I get to my PC and share my results. Is it disabled in the bios?

Will_8, we're not suggesting you disable it - just to be clear. We're asking if you disabled it to perform your OC.
Ideally you want it enabled (although you likely had to disable it while OCing/stress testing, you should always reenable).

Oh, I see. Perhaps I did. I'm not familiar with it because I'm new to AMD. Is it a necessary feature with aftermarket cooling?

Barty nailed it .
Many overclocking tutorials tell you to disable power saving options like cool'n'quiet because that will give you a slightly higher OC .

But without knowing if yours is on or off its impossible to tell if your cpu is really under that 100% load , and because of that where the problem might be

BTW . Leave Cool'n'quiet enabled
