restarting computer but display is blank (sometimes); requires removing/re-inserting RAM... why?

When I first built my desktop computer (runs Windows), I had issues with the computer screen freezing and when I would restart the computer, the display would be blank. No BIOS, nothing. After trial and error, I found that if I removed the RAM and then turned the computer on, turned it off again and re-inserted RAM back into the computer, the computer would start and go to BIOS and subsequently launch Windows. The issue has for some reason improved over time. In fact, sometimes I can restart my computer without performing the ritual. Unfortunately, occasionally the computer does freeze and subsequently won't restart or sometimes if I just restart it for updates or something it will show a blank display again. Anybody have any ideas about what is going on? Why does removing the RAM and graphics card fix the issue? I would love to resolve whatever underlying issue there is and not have to perform this ritual. Thanks!

My build's specs are:
- X99-E WS motherboard
- G.SKILL Ripjaws V Series 16GB (2 x 8GB) 288-Pin DDR4 SDRAM 2133
- MSI 980ti graphics card
- cosair ax 1500i power supply unit

There are alot of things that could be causing it. I would first test your ram, you can do this in hirens boot cd. Make sure the ram is good. If the ram is good then move to trying only one stick of ram in the slot at a time and move it through the slots and see if that fixes it, gotta make sure the slots are not bad. Also try moving your card to a different slot and see what happens. Then also it could be something totally unrelated and you could possibly have a bad hard drive or a bad mobo. So i would also use hirens to check your hard drive, and look over the mobo real well and make sure that there are no blown caps. Look at the top of the capacitors and make sure there not bulging and nothing is coming out of them.

The RAM and mobo seem to work fine when the computer is running though (my computer recognizes both ram cards just fine). In fact, my computer will sometimes go for days working just fine. This restart/blank screen issue only happens periodically. If something were wrong with the ram and/or mobo, wouldn't that cause persistent/immediate issues (in the sense that I could never get the display to work)?

It could, If that's the case then i would do a hard drive test. It may only come up with a smart warning but where i work we usually replace a hard drive with a smart warning even if it doesn't show any bad sectors because its only a matter of time before it fails if its showing a warning. I would check it just to be safe, if its recognizing everything just fine it could be a hard drive or it could just be windows and possibly need a back up and reinstall.
