PC won't boot up strange noise from PSU

My pc suddenly stopped working today after that was not booting at all the windows just the boot screen appearing I could only enter in bios I've tried to make a clean Install Windows 10 but the boot will not run at all.. Then I've tried the xp twice and everything was fine until pc will automatically shutdown at "windows NT" part. After a couple more tries the PC wont even power on and a buzzing weird noise is coming from PSU when I plug the power cable(in standby). Now is working only sometimes randomly but windows still won't. First I thought that was a virus stopping windows from loading but bow I'm not sure..

Things I've tried :

# Reseting the battery
# load default bios settings
# PSU paperclip trick(PSU works whiteout the weird sound)
# removing ram wich has no effect (no beep).. It makes the normal beep only when pc will randomly boot

From what I understand the buzzing sound might be the coil whine from PSU


I should buy a new PSU? Is the motherboard dead? Is not booting because of a virus?
