Is it ok to ground myself on an operating computer's case?

Hi guys! I tend to work with components other than the one's in my computer! So i touch my computer's case to ground myself while the computer operates! Can the ESD reach any vital parts of the pc such as GPU, or Mobo and damage them?

The reason I'm asking is because, it is recommended that the pc is turned off, and the PSU plugged in and it's switch turned off, then i can discharge myself on them, so what about if everything is operating?

yes. not a good thing to do. I assumed you were mounting a drive or something while the system is running, not advised by any means but if you do attempt it I at least want you to be grounded properly.
if you are merely grounding yourself before handling parts then yes any old bare piece of metal on the case (assuming closed) will do ya. running is fine.

yes. although not recommended it will ground you. the damage could occur if you touched the circuit board on an running computer and discharged into the circuit
if you must ground yourself while it is running the safest place is the power supply mounting screws

By touching the circuit board, you mean i open the case panel and touch my motherboard while it operates?
Or do you mean any PCB in general?

Don't worry, my question was about a completely closed case, and handling of components that will not be installed in that closed case anyway!
