Strange connection problems. Need help to diagnose.

Starting last Thursday I noticed that my connection speed was dropping in and out about every 30 second to a minute, sometimes disconnecting altogether. After a visit from my ISP tech, he said my signal level was low and fixed it, and I was losing data in the signal, to which a field tech fixed the next day. However the problem still persisted. After a full outage of Internet and TV due to an accident by the ISP, it was decided I needed a new 3.0 Modem which I purchased. When I called the ISP to set up the new modem, they claimed that everything on their end was working fine, and that the modem was connected and had a strong signal, however none of my computers would connect. My Mac would only self assign an IP, and the two PCs we have both gave messages saying "Identifying-No Connection". Today another tech came out to check, and was able to use his laptop to connect just fine. When I wanted to check if I could connect with mine, he basically told me there was nothing he could do wether or not it worked on my computers or not since we don't lease the modem from the ISP. Well, he packed up and left and it still wouldn't connect to any of my computers. Later on in the evening I decided to give it another go, and what do you know, I connected directly from the modem to my Mac and it worked fine. Unplugged the Mac, and plugged in one of my PCs and after about 15 minutes of not connecting, it finally worked. So I went back a used the second Ethernet port on the modem and plugged back into my Mac, but it won't connect. It still says "Self Assigned IP" and won't discover the IPv4 from the ISP, and the other PC won't connect either. Also, it's a combo modem/wifi router and I can't connect via wifi. What is causing this? Can a modem only connect to one computer directly via Ethernet, and any other devices much be connected through a router? Or is there some other issue at work here? The PC that did manage to connect is working perfectly, and now in afraid to unplug it to try anything else in fear I might lose it all again. We are going to try the modem you can lease from the ISP to see if that works, but I have a feeling it is something on my end. Any suggestions here would be appreciated.

Connection should be like this:

----cable from ISP--------->cable modem ----------ethernet cable to router ----------> Router

From the router will be additional ethernet cables to hardwired devices and wireless connection to wireless devices.

However you need to configure the cable modem and router properly which is why I asked what the make and models are.

Most likely the cable modem and the router are both issuing IP addresses and the wireless may not be set up correctly.

Download if necessary the User Manual/Guides for the cable modem and router. Look at the wiring diagrams and work through the installation instructions. You may get it all set up to work.

If not, you will at least be able to ask a more specific question and understand the responses to that question.

Lots of tutorials and diagrams online to help.

And be patient. As you noted it sometimes takes a few minutes (e.g., "15") for all of the devices to get their configurations and communications established. If you interrupt then all must start over again. Generally the devices will give some indication when they are ready. A light goes from orange to green maybe....
