My motherboard is having issues

I've recently bought a MSI Krait SLI edition motherboard and I've plugged everything in correctly and with a 750W PSU which works fine as I tested it on a different motherboard and it powered that fine.

My problem is when I try power it on the front panel switch doesn't power it but when I flick the PSU switch on the motherboard gives a blue flash on for around 1ms and no fans kick up and not even the PSU fan starts?

The blue light is under the PCI-E slot which I was thinking it may not start without a GPU? But I have Intel hd 4000 graphics on my CPU which I thought may display it? I just don't want to buy a new GPU if it's still not going to work?
 
Try testing the board outside the case, only CPU and CPU fan installed, both 24 and 8 pin power cables connected.
No other components/ cables.
Start the board by shortly touching with a screwdriver the 2 pins on the motherboard corresponding to the case power button.
See if the CPU fan is spinning.

Thanks it worked! I still have an issue though. The PSU powered up and the fans turned on along with CD drive and harddrive but the only issue is I get no signal. This could be because I don't have a GPU but my CPU had built in graphics so I should get some kind of display? Also my fan turns off if I put in my HDMI to the motherboard and if I take it out the fan turns back on?

It is still in the case but I think the issue is the case because the front panel power button is not turning it on but the screwdriver turns it on?
