Looking for a cheap headset (or earphone) with mic

I mostly play csgo, and i find it hard with headphones and mic, are there any good headsets with mic and cost less than 1000 INR (~15 USD)

SPgamer007 suggestion is probably your best bet. At $15, there really isn't much in the way of headphones in general for sound quality. My current pair of headphones are on the cheap end and were still $65; with 50% off. It really depends on if you just plan on using them for gaming or if you want to listen to music with them as well.

I'll use it only for gaming (CSGO). So, Audio Technica ATH-S100 WH is the best option for now?

This is your best bet for both gaming and listening to music.

and also, what is the problem with cheap headsets for csgo, the only thing required is to hear footsteps, bomb, etc. Does that require a good headset?

No problem with cheap headsets, they don't sound very good,but can do the job.
I suggested the Audio Technica because that is the best headphone for the budget specified by you (1000 rs)

I can't tell about that TAG headphone very much, but for basic usage any headset can do right?
