Graphic card fan spins for 2 secs then stops... No Post

I recently bought a new cabinet circle cc830 with 3 led fans and i installed one more.. So i build my Pc , the Pc Runs fine without graphic card but when i install the gfx card on the motherboard there's no beep sound and my pc doesnt boot up.. Everything including my gfx card was working fine in my old cabinet
Configuration
Processor : AMD FX-6300
Motherboard : Gigabyte GA-78lmt-usb3
PSU : Corsair VS650
Ram : Corsair Vengeance 2x4GB sticks
Graphic card : Nvidia Asus Strix gtx 960
 
Solution
These newer cards have a 0db function, which allows them to idle without any "fan-spin" until it reaches a certain temperature. Keep in mind, if you are not getting a post, make sure you're using PCI-E priority settings in the BIOS and your GPU IS PLUGGED IN DIRECTLY TO THE MONITOR.

Just went through the similar problem with my GTX1060. Hope this helps.

maybe not enough power getting to the graka, due to the LED fans plus the extra one u installed, maybe reduce/unplug the extra fan/s temparily and see if youu get any better results in booting. if it boots then you´ll need a bigger PSU.

or

have you checked the settings in BIOS, to ensure all is properly configured, boot order etc etc

i unplugged all the led fans and the dvd drive ,even the mouse and keyboard and started the pc with only one ram stick still no use ... but i havent checked any settings in bios

what you mean it does´nt boot up? as in visually or physically, if it physically boots, fans spin etc etc, then have you got the BIOS jumper on the reset pins?
other than that all is connected properly, without trying to insult your intelligence, just trying to close down the obvious.
Monitor plugged in, monitor cable connected, pc side connected ok, graka sits properly, BIOS jumper pin in correct position.

have you tried a different graka?

i dont have a spare psu or another gfx card to check ... And it physically boots up... everything is connected properly i havent messed with the bios jumper so i dnt knw ...
