Xeon or i7 for gaming under $900? No overclocking

So I am helping a friend build a PC. She wants to have a 4 core/8thread minimum machine for under $900. The i7 limits the budget heavily, and I have heard Xeons before just as good as some i7 (I have never personally done it). She will NOT be overclocking.

She also said to look at getting a GTX 960, though I am trying to get her to get a GTX 970. She said she may want to SLI (again, I am pushing for a single GTX970 which should be fine for her for a long time).

Here are the two builds. I probably edit a few things here and there to make the price point better.

Xeon Build (maybe able convince to get a GTX 970)
I7 Build (which is already over budget)
