Added two more identical sticks of ram now wont boot on the previous frequency

OK so I decided to add more RAM to my pc and I went out and bought two identical sticks to the ones I had in there already. The original two sticks I had running at 1866 which it says they support, but when I add in the other two sticks it will only run on 1600 or lower.
I'm no computer guru but everything I look at says it should be working so what's going on ya think?

My CPU : AMD FX-8350 Black Edition Vishera 8-Core 4.0 GHz (4.2 GHz Turbo) Socket AM3+ 125W FD8350FRHKBOX Desktop Processor
My MOBO: GIGABYTE GA-990FXA-UD3 AM3+ AMD 990FX + SB950 6 x SATA 6Gb/s USB 3.0 ATX AMD Motherboard
My RAM: G.SKILL Sniper Series 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1866 (PC3 14900) Desktop Memory Model F3-14900CL9D-8GBSR

I tried raising the voltages didn't work.
And I've tested both sets of sticks at 1866 without the other pair plugged in and both sets work. Ive tried them in all the ports so I think all the ports work. its literally just as soon as I plug in all 4 it wont boot at 1866.

They simply not want to play at 1866, another good possibility is the CPU's MC (memory controller) can't handle it (AMD rates the FX's as 'up to 1866 at one DIMM per channel', with the settings I suggested most 8350s can run 4 sticks at 1866 - could try taking DRAM to 1.6 and CPU/NB to 1.35 and try (voltages are safe)
