Is my power supply bad?

A month ago, I built my computer, and then 1 week ago from now, the power outlet went out which this computer was plugged into. I then moved to a different room, and today, the room it was in and another room next to it had no power. Now I'm using power from an outlet on the exterior of the house. Well, when I tried to do this last part, some even more suspicious stuff happened. It turned on, turned off, had several button pushes that didnt turn it on or turned it on for 1/2 a second, where I could just hear a little of sound, and then on my last attempt it booted up. I'm scared to have this plugged in and I don't know if I need to replace my power supply or if my wiring is just bad or if it can't handle 400 constant watts.
Processor: I5 4690K
RAM: 8 GB Crucial 1600 Mhz
Motherboard: PC Mate MSI Z97
Storage: 11 TB Barracuda Seagate
Power supply:400 Watt Evga
If you need anymore info, please just tell me. I'm very worried and I especially don't want my components besides the power supply to be broken. If anyone contributes to this thread at all, thank you from the bottom of my heart. I really appreciate it

Are you sure it is bad? And do you think any other components will be broken?

My computer will use 350 watts. Should I get the slightly cheaper CX600M or the CX430M?

If we are talking about 100-N1-0400-L1 model then certainly it isn't any fancy grade but i wouldn't call it a system killer either as far as you don't have any power hungry GPU.

From your talk it seems you have some general electrical issues in your household so solve this first and then think about the PSU...

I just bought the CX 500 on Amazon. And yes, it was this PSU. I may have not needed it, but I think it isn't just a coincidence in which order the outlets went out.

It was just a spark of electricity the first time and a bad shocking in the other outlet in the room. This 2nd room seems fine. But my point is, its just a few sparks of electricity, It'll be fine.
