Computer won't work after plugging in any PCI Hardware

My computer starts about every 1 in ~10 times and even that is spotty. [strike]But when I plug in anything to the PCI slot such as my Graphics Card or network adapter, it does not turn on.[/strike] By doesn't turn on I mean it turns on, but the fans are spinning slow as if it wasn't processing much or anything, and no display. This has been happening since I attempted to install drivers for my bro's GTX 950 and restarted. Since I have uninstalled the Nvidea Drivers and to no avail. I have attempted to gut my entire computer (Including the CPU and power cables), and put it all back in, no luck. at this point I am really stuck, and have no idea what on earth to do, if you have any advice or a solution please let me know, thanks!

Update: I am now typing this my computer mentioned above, I have got both my network adapter working and my Graphics Card running like a charm! However, I still have to restart ~10-15 times to get a successful boot, which is very frustrating if you have any info on how to fix this please let me know thanks! - Eze

Make sure that all of the correct drivers were installed. I had this problem when I installed a GPU into my mate's PC. It would boot, just to a black screen but every now and again it would boot successfully. What I did was take it out, and then reset the PC in windows settings which fixed it, but it was a brand new build so it didn't matter that much, but you could try uninstalling your motherboard drivers and reinstalling them.

What is your motherboard? I'll look if I can find any PCI-E drivers.

Just finished reinstalling drivers and now it boots every time, thank you so much! :D
