MSI Z97 Gaming 7 motherboard defected?

Hello guys! Just did a rebuild, and did some research and got the parts. Then became the fun and nerve part of putting it all together. Well I had everything but RAM in and it turned on, lit up for a half second and did nothing. No POST or beeps. So I figured maybe I might of messed up the JSPI 1, 2 connections, checked CPU power cable, Corsair fan / cooler connections, the 24 pin power connector. Checked for loose screws, and made sure no standoffs were touching as well. Swapped to a new power supply as I thought maybe my old one is actually dead. Which it was after a paper clip test. The new one put it, and still nothing. A bit frustrated really, but maybe I am missing something? I took the battery out, and put it back in. Took out everything accept CPU, and power.

Using in this setup is a Corsair 750Watt PS, Nvidia GTX 950 OC, motherboard in title, G skill 8x8 RAM, Samsung HD.

And if the board is bad, how is Amazons return policy? Never did it before, and a bit worried they are going to not accept it back.
 
Solution
I could be missing something, but it's unlikely to boot without RAM (but I would expect warning beeps). Amazon's returns policy is basically 30 days, and are pretty accommodating in my experience.

I tried it with 1 stick of RAM on the fast left side where the manual says to place it.
