Annoying (blurry)"smoothing" effect

I have this problem whenever i come across high definition sharp pictures videos etc my computer always readjusts the photo and makes it blurry but smoother. I know its not my monitor because i captured it on film. My graphics card drivers are up to date and these are my specs that i guess could be relevant to the problem. You can see the effect take place during the part where i pass the city and it changes that is the smoothing effect.
CPU:FX-6300
GPU:GTX-9602gb
1tb HDD

I get that too and on Imgur is where I first noticed it. I thought it was my graphics card at the time (R9 280) but I've since upgraded to a GTX 970 and it still does it. I am using Windows 10 x64.

Since somebody else brought it up I decided to do some testing. It is Chrome. Must be a memory saving technique or something is my guess. In Edge it works fine.
