High end computer experiencing strange performance issues.

Introduction
Hi Tom's Hardware. This is my first time here and I'm hoping that you'll be able to help me as I've exhausted all my options. Around three months ago I upgraded my build significantly. I went from a low tier GPU and CPU to near top of the line hardware. Upon initially installing the hardware I performed a clean install of Windows along with all updated drivers from the manufacturer's websites.

The Problem
In the duration of those three months, I have experienced lackluster performance. When playing games, I occasionally (more often than not) experience framerate drops, stuttering, and overall bad performance at the highest settings. Battlefield 4 and Need for Speed: Most Wanted are two examples that come to mind. Both lag near particles and physics events, and BF4 specifically lags when the rendering scale is set anywhere above 100%. I have run benchmark tests using several applications and compared them to that of friends (with less powerful builds) and received lesser results. As of now, temperatures for my computer remain all relatively cool, even under load. Moreover, I have already reinstalled games, Windows and drivers multiple times to no avail, along with triple checking that every part is installed as should be. I'm not sure where to go from here and I'm hoping that one of you will be able to help me solve this issue.

I've attempted all of that; in some cases multiple times. It has had no effect.
