My computer wont let me flash new BIOS for mobo?

Finally got my new CPU and was going to upgrade my bios before upgrading but now its giving me this error.
"Dell System 745 BIOS Flash 2.6.6
Disk I?O Error
An error was encountered accessing the local system drives, please reboot and try again. If this error re-occurs, please contact technical help. Nothing I could find similar to my situation but what I'm thinking is my DVD drive is busted so I hope that is not the issue. If worse comes to worse I might have to remove it but IDK if that will fix the problem. any tips guys?

My motherboard is a q965 chipset and the latest bios update is 2.6.6 and with it I'll be able to install my q6600 cpu

Refers to internal system hard drive I believe, not the optical drive.
Check hard drive cabling is secure.
Worst scenario is the hard drive is faulty and will have to be replaced.

You can try testing it but you may simply get the same I/O error.
Test it with SeaTools for DOS bootable CD. The CD image is on this page (direct download):
